ABSTRACT:  Lowell Bean and Syliva Brakke Vane’s SCE report became one of the most widely circulated works in the unpublished “grey” literature of California Anthropology. In essence they had created a template for future EIR reports where ethnographic and ethnohistoric literature, and consultations with the Native American communities in Southern California were to become a normal part of the EIR process. Their company, CSRI, conducted dozens of projects after this and produced important reports in each case. However, this project was the first, and we believe that its story and findings deserve to be shared.

So here 40 years later, Sylvia is gone, and at 87 years old, Lowell is at the end of his career. Therefore, with the permission of Audry Williams of SCE (February 12, 2018) I have decided to publish this work in a format available to all, with the consideration that sensitive cultural and location information be omitted from the open publication. Photos have been added by Sue Myers, and some minor grammatical edits have been made. Other than that, the monograph exists as it did 40 years ago.

Lowell Bean and Sylvia Brakke Vane first worked together on Persistence & Power. Lowell and Sylvia developed a business called Cultural Systems Research Inc. (CSRI) to manage the SCE project and to pave the way for future EIR projects. They also owned Ballena Press to publish their own research findings as well as the work of other scholars.
